At the same time, writing as proposed CAM to FAC/10 regarding the bill mentioned in Dr. Clark's report, which was promoted by the Sanitary Board but not passed into law, and refer also to the despatch as to the constitution of the Sanitary Board (22189/96). Send out a copy of 1893/57 with the first enclosure. Say the subject is difficult and important, and that we would ask him to give it his most careful consideration as soon as he can find time to do so.
